Housing for Asylum Seekers

Reception of Asylum Seekers Act (1994:137), Settlement Act (2016:38)

What does it mean?

During the asylum process, you have the right to housing through the Swedish Migration Agency (Migrationsverket). There are two options: ABO (accommodation center) which is the Migration Agency's own housing, and EBO (private arrangement) where you arrange housing yourself, usually with relatives or friends. The choice affects your daily allowance and in some cases your future municipal placement.

After receiving a residence permit, the situation changes. You have the right to stay in ABO for a limited time, but the municipality takes over responsibility for housing. Since 2016, newcomers are distributed among municipalities through the Settlement Act, and each municipality is responsible for arranging housing during the establishment period. EBO housing during the asylum process may affect which municipality you are assigned to.

Key Points

  • ABO (accommodation center) — Migration Agency provides housing, you have no choice of location
  • EBO (private arrangement) — you arrange it yourself, but it may affect allowance and municipal placement
  • EBO in certain vulnerable areas can lead to reduced daily allowance since 2020
  • After residence permit, the municipality takes over housing responsibility
  • The Settlement Act (2016:38) governs the distribution of newcomers among municipalities

Practical Tip

Consider the choice between ABO and EBO carefully. EBO gives more freedom but may affect your finances and municipal placement. Contact the Migration Agency or an establishment counselor to understand the consequences for your situation. After getting a residence permit — contact the municipality's housing unit directly.
